Outreach Services Unveils New Website

Outreach Services Awarded Contract with Riverview Hospital Association

Outreach Services Announces Expansion into Nevada and California

July 13, 2011 -- Outreach Services, a leader among healthcare financial services companies, has announced plans to expand their operations to Nevada and California. Outreach Services Hires Marketing Manager

Boise, ID, April 2011 – Outreach Services, a leading provider of patient eligibility services and revenue cycle management to U.S. hospitals announced today that Elisia Schrauth has joined the company as Marketing and Public Relations Manager. Schrauth will be responsible for the strategy and execution of Outreach Services’ corporate marketing initiatives. Schrauth will be based in Outreach Services’ Boise office.

Washington Hospitals No Longer Able to Access Idaho County Medical Assistance Funds

As of July 2010, Washington hospitals that provide medical services to indigent Idaho residents will no longer be able to include the Idaho County medical assistance program as a potential source of payment. The ability of Washington hospitals to access Idaho County medical assistance funds arose out of a Reciprocal Agreement entered into by Idaho and Washington in 1997. The stated purpose of the agreement was to facilitate the provision of and payment for necessary medical services provided to indigent patients on an emergency basis.

By letter dated June 28, 2010, Idaho Governor Butch Otter terminated the Reciprocal Agreement. In his letter, Governor Otter cites three reasons for the termination: “(1) the programs involved are not compatible (Washington Medicaid and Idaho county incident-based indigency); (2) Washington’s state-run indigent program was dropped a number of years ago and outside of Medicaid, there is assistance in purchasing insurance and assistance if an individual is disabled; and (3) Idaho providers now are able to perform most of the services that they could not in the mid- to late-1990s when the Reciprocal Agreement was executed.”

The termination is effective July 1, 2010. In distributing instructions to Idaho county workers, Tony Poinelli, the Deputy Director of the Idaho Association of Counties, provided the following clarification:
(1) Any applications from Washington providers that were received by Idaho counties prior to July 1 need to be processed through the final stages of appeal or approval;
(2) Combined applications submitted by Washington providers to the Idaho Department of Health & Welfare under the new combined application rules on or before July 16 will likely continue to be processed by the counties in the event Medicaid is denied.
(3) Combined applications submitted by Washington providers to the Idaho Department of Health & Welfare after July 16 will not be evaluated for Idaho County medical assistance.

Outreach Services has worked closely with the Idaho Association of Counties and individual Idaho counties to ensure effective advocacy and prepare for recent changes to the Idaho County medical assistance rules and procedures. Although Washington hospitals that treat Idaho’s medically indigent will no longer be able to access county funds, Outreach Services has the expertise to continue to successfully assist Idaho hospitals and their patients with county assistance applications.

Disability Outreach has partnered with a Medicaid MCO in Washington to provide advocacy for its members with long-term disabilities. That partnership led to the opportunity to be part of the state-wide discussion about effective methods of ensuring that Washingtonians with disabilities get the medical and financial coverage they need.

The Washington legislature recently passed House Bill 2782, which was intended to provide “critical support” to individuals who have disabilities that prevent them from working. The Bill committed resources and advocacy services to people who have either short or long-term conditions: individuals with disabilities will be promptly identified for the appropriate level of coverage, and provided advocacy to facilitate transition to that coverage.

As part of Disability Outreach’s commitment to the health and wellbeing of individuals with disabilities, the D.O. Advocacy Team attended the bill action at which Governor Gregoire signed Bill 2782 into law. Disability Outreach looks forward to seeing the benefits the bill will provide to those who need them most.

Outreach awarded contract with
State of Hawaii

Outreach Services is pleased to announce a new partnership in Hawaii with the Department of Human Services MedQUEST Division. Outreach Services is contracting with DHS to provide application process support to the Medicaid Eligibility Division. This support includes inputting all initial applications into the State computer eligibility system and following up with applicants to gather documents needed for eligibility determinations.
